Mecca Defense Pact Activated as Turkey and Pakistan Agree to Deploy Forces to Saudi Arabia

Turkey, Pakistan, and Saudi Arabia have activated their joint defense agreement and agreed to provide military capabilities and rapidly deploy forces to Saudi Arabia amid rising tensions linked to Houthi attacks in Yemen. The move marks the first major operational step since the Mecca Defense Pact was signed in August 2026.

Joint Defense Measures Begin

The decision was announced after an emergency meeting of the three countries’ foreign and defense ministers in Riyadh. Under the agreement, an attack against any one of the three members is to be treated as an attack against all of them, creating a collective security commitment similar in principle to NATO’s mutual-defense framework.

Saudi Defense Minister Khalid bin Salman said the alliance had agreed to activate collective preventive measures in response to attacks by Yemen’s Houthi movement and those supporting the group.

Pakistan’s Foreign Ministry separately stated that the three countries would provide previously agreed military strength and capabilities and ensure their rapid deployment to Saudi Arabia, while operating within their respective laws and the terms of the defense agreement.

Tensions Rise Around Yemen

The announcement came as forces loyal to Yemen’s internationally recognized government launched an operation to retake areas previously captured by the Houthis. Saudi-backed Yemeni forces said they had regained control of the Red Sea port city of Mokha and the strategically important Bab al-Mandab Strait.

A Saudi-led military coalition has also confirmed its involvement in the ongoing operation, with reports saying around 100 fighter aircraft are supporting the campaign.

Meanwhile, the Houthis have claimed attacks against targets including King Khalid International Airport in Riyadh and an Aramco oil facility in Rabigh. Saudi authorities have not officially confirmed those claims.

A New Regional Security Framework

The Mecca Defense Pact emerged amid growing military tensions across the Middle East. The agreement was signed in August, following a period of heightened conflict involving Iran, Israel, the United States, and regional actors.

The combined military strength of Saudi Arabia, Turkey, and Pakistan gives the alliance significant manpower and military resources. Analysts believe the latest decision could accelerate the development of a more organized regional security structure.

Pakistan had previously indicated that the agreement could be activated if Saudi Arabia came under attack. The latest decision therefore represents a significant shift from the pact’s earlier stage of diplomatic commitment toward practical military coordination.

What It Means for the Region

The activation of the Mecca Defense Pact could have broader consequences for Middle Eastern security. Greater military coordination between Saudi Arabia, Turkey, and Pakistan may strengthen Saudi Arabia’s defensive capabilities while creating a more coordinated response to threats originating from Yemen.

At the same time, the move could increase regional military tensions if attacks and counterattacks continue. The coming weeks may reveal how far the three countries are prepared to take their new defense commitments.
